If buds go moldy while stored in a jar, should they be tossed out or are they fine to use?

Moldy pot is not fit for consumption. Just as you wouldn't eat moldy food, you shouldn't use moldy marijuana. Molds use chemistry to deal with their environment. Many produce toxins and are dangerous. Salvaging spoiled weed is not worth risking your health. Don't smoke or ingest moldy pot.
