Malawi's Deputy Minister of Agriculture, Joe Manduwa, has been promoting hemp as an alternative to his nation's failing tobacco market.
Manduwa is a member of the ruling United Democratic Front, and has been backed by opposition MP Heatherwick Ntaba. However, police have been opposing the idea, claiming it would be too difficult to control.

Canadian executed in Vietnam

Canadian citizen Nguyen Thi Hiep was executed by a Vietnamese firing squad in late April. Hiep was accused of smuggling heroin into Vietnam.
Three days before Hiep was arrested in Hanoi in 1996, another Vietnamese-Canadian woman was arrested in Toronto airport. Both women were found to have heroin hidden within panels of art.

Canadian feds seek buds

The Canadian government is offering a five-year contract for medical pot cultivation. The feds want to launch national clinical cannabis trials next year, and need a supply of potent buds. Health Minister Allan Rock has announced that he prefers to locate a Canadian supplier, rather than importing buds from the US or elsewhere.

US National drug policy director Barry McCaffrey, a retired Army general, has been accused of committing war crimes during the Vietnam and Gulf Wars.
In April, McCaffrey tried to stop investigative journalist Seymour Hersh from publishing a story in The New Yorker. McCaffrey sent threatening letters on White House stationary to various news organizations, denouncing Hersh and complaining that there were "false allegations" and "personal malice" in his story.

The Methamphetamine Anti-Proliferation Act may have become law by the time you read this. This bill proposes to ban most pro-pot books and websites, increase the penalties for production of marijuana and other drugs, allow police to make secret searches of private homes, and add thousands of DEA agents to smaller communities.

Dutch buyers' club busted

A Dutch pot buyers' club goes to court May 19 to appeal a decision from last November, where the club president was fined for possession of cannabis. The charges stemmed from a raid last year, where Dutch police seized 327 grams of bud.
A statement from H. Bommel, club president, explained that they buy their pot "in a cooperative way" and test it for pesticides before distributing it to members. The non-profit club caims over 3500 members.

During the first two weeks of May I was fortunate enough to be in Australia and New Zealand. I attended Australia's Mardi Grass in Nimbin, where I had a great time meeting Aussie tokers, networking with activists, smoking fine outdoor Sativas, and promoting Cannabis Culture. In New Zealand I was able to meet with two Members of Parliament, numerous members of the Aoteara Legalize Cannabis Party, and other pot activists.

US drug czar General Barry McCaffrey's desperate efforts to keep Canadian hemp seed out of the US have been temporarily foiled.
Last August, US customs seized 50 tons of Canadian hemp seed and held them for five months. In January, McCaffrey ordered a complete embargo on importation of Canadian hemp seed products, claiming that any detectable levels of THC made them a "controlled substance."

Researchers at Yale University have developed a "cocaine vaccine" which neutralizes the "feel-good" effects of the drug.
The vaccine is called TA-CD, and Dr Thomas Kosten, chief researcher, claimed that when injected it produces cocaine-specific antibodies which block the drug before it reaches the brain. Yet TA-CD will not prevent drug cravings, and can be defeated by consuming larger quantities of cocaine.

In 1948 the post-war US military government imposed a harsh cannabis law and the Japanese hemp industry fell into decline. Now things are looking up again.

Last year, Jim Wakeford, who lives with AIDS, successfully sued the Canadian government for access to legal medical pot. Like a tricky genie granting a wish, the government gave Wakeford permission to use marijuana, but not permission to get marijuana from someone else. Because Wakeford lacked the expertise or even physical strength to grow his own, he was forced to continue buying street pot, with risk of rip-offs and contimination.

Evidence of massive corruption within the LAPD's Rampart division continues to mount, and over 30 officers have been relieved of duty. Former LAPD Officer Rafael Perez has testified that he and other officers routinely lied in court, stole and resold drugs, beat handcuffed suspects in the police station, killed unarmed people and then planted guns and drugs on them.

Teresa Aporo, ALCP candidate and Maori cannabis activist remains in prison. Aporo was charged with cultivation of 1100 cannabis seedlings upon her property ? she claims they were low-THC, hemp strains intended for seed and research.
Aporo chose not to challenge her two-year sentence, out of fear that it might be increased upon appeal.
