I live in Northern California. I planted 2 cannabis plants on April 18, 2009 outdoors in my garden. They started budding about 1 month after I planted them. I have recently topped them thinking that would cause them to go back in vegatation but they still are budding up. I called the company I purchase fertilizer from and he said I planted to early and will have to wait for another month before it goes back to vegatation. I am using Grow Big and fish emultion as fertilizer. Right now the plants are approx 3 feet tall.
Also what is the best way to deal with mites or catapillars? I purchased some spray for pest but they told me to use in August when plants are budding. But as you see they are already budding.

Outdoor plants already budding in May
